  • 2 passport size photos in colour, taken within the last six months (Both photos must be identical and in full-face view, directly facing the camera.)
  • The Proxy’s Turkish ID, name, surname, parents’ names, place of birth, date of birth (if the proxy is an attorney, necessary information shall include the name of the bar association, the registration number of the attorney, the related tax office and the tax registration number)

When is an attestation needed?

Documents issued by Canada to be used in Turkey are valid after this process of authentication. This process is also called legalization or attestation. It is the equivalent of apostille.

Documents issued by the Turkish authorities to be used in a country that is not a member of the Hague Apostille Convention also need this process of authentication. For example, Canada is not part of the Apostille Convention.

FAQs

Yes. Turkey joined The Hague Apostille Convention in 1985. Documents issued by Turkey need to be apostilled before they can be used abroad. However, if the documents are to be used in countries that are not part of the Hague Apostille Convention, they must be legalized. Legalization is also sometimes called attestation. 

The same applies if your document was issued in Canada. Since it is not a party to the Hague Apostille Convention, it cannot issue apostilles or recognise them. Therefore, you’ll need to legalize the documents. 

If your documents have been issued by Canada, they must first be authenticated by Global Affairs Canada and then legalized by the Turkey Embassy Canada. You can read more about this in the table above.

The signature on the document must be authenticated and legalized. This signature must come from a certified authority, such as a Canadian lawyer, notary public, select members of the RCMP, and signatories at the various provincial vital statistics offices across Canada.

This signature is then authenticated at Global Affairs Canada. This takes up to 20 business days if the documents are sent by mail or courier, and this does not include shipping time to and from Global Affairs Canada. Commercial documents must be authenticated by the Canadian Chamber of Commerce prior to sending it to the Embassy of Turkey.

Once the document is authenticated, it is ready to be sent to the Turkish Embassy in Canada or one of the Turkish Consulates to be legalized. Details regarding fees, required documents, and processing times can be found in the above tables. Once legalized, the document is ready to be used in Turkey.

However, this is a fairly complex process with many documents and waiting times involved. Only what’s known as a ‘Competent Authority’ can issue apostilles. In Turkey, apostilles are done in Governorships and sub-Governorships. The Ministry of Justice, Justice Commission, and Heavy Penal Courts also issue Apostille approval for documents under the Ministry of Justice.

To facilitate the apostille process, Turkey launched an e-apostille system where documents can be processed online.

The Covid-19 pandemic has caused some problems with travel, but Canadians are still permitted to leave the country as they wish despite the Government issuing an advisory to avoid non-essential travel out of Canada. However, upon return, all travelers face a mandatory 14-day quarantine, and they must provide a negative 72-hour PCR test before boarding their flight home.

Turkey has now reopened for Canadian tourists. There are direct flights from Montreal and Toronto to Istanbul via Turkish Airlines.  

Under normal pre-Covid rules, Canadians need to apply for an e-visa before travelling to Turkey. To enter, visitors must present a negative 72-hour PCR test, proof of recent recovery, or proof of being fully vaccinated. 

You must also present a “Form for Entry to Turkey” which can be filled through the website of the Ministry of Health of Turkey within the last 72 hours prior to your flight to Turkey.

If you visited Brazil, the UK, Denmark, or South Africa within ten days of your arrival to Turkey, you will have to do a mandatory 14-day quarantine at locations selected by the local Turkish authorities. A mandatory PCR test is issued on day 10 of the quarantine. If negative, the quarantine ends. 

The situation remains fluid. It’s best you check the latest official travel advisories prior to your trip.

The Turkish Embassy offers a number of other services related to birth, death, marriage, civil registration, passports, citizenship, visas, military exemption, driver’s license, and judicial issues. The following subsections give information about each of these services.

Civil Status Certificates

Turkey Birth Certificate

  • Birth registration for children born within conjugal union
  • Birth registration for children born out of conjugal union 
  • Application for International Birth Certificate

 

To register the overseas birth of a child, you must notify the Turkish Embassy no later than 60 days after the birth. 

If the notification is made after 60 days, you will be charged a penalty. The notification must be made by either of the parents by sending the Birth Certificate of the child to the relevant Turkey Embassy or Consulate. 

The registration date is the day the documents are mailed. If for some reason you couldn’t issue the notification, you can submit the original foreign birth certificate and a Turkish translation to the relevant authorities in Turkey.

Names containing the letters “w”, “q”, and “x” are not accepted since these letters do not exist in the Turkish language, unless one of the parents is a citizen of another country that is a party to the International Commission on Civil Status Convention on the Recording of Surnames and Forenames in Civil Status Registers. 

A child who is born within conjugal union is a child that is born while the marriage is ongoing or within 300 days of the end of the marriage. If a child is born out of wedlock, and the parents marry each other, the child is considered to be born in marriage. You’ll need to produce your personal documents. 

Fee: CAD 17. 

For children born out of conjugal union, you’ll need to produce official documents and submit this petition in order to register the child. 

To obtain a birth certificate, individuals themselves, their spouses, legal guardians, first degree descendants or ascendants, and legal representatives can apply. You’ll need official documents, and Power of Attorney if applying on someone else’s behalf.

Turkey Death Certificate

  • Application for the Document of Funeral Transportation (for the ones who will be buried in Turkey)
  • Application for Death Registration
  • Application for the International Death Registration Copy
  • Application for Heritage

 

You can apply for a document of funeral transportation at any Turkish Foreign Mission in the country. Blue card-eligible individuals or owners in Turkey will get a document of funeral transportation. 

However, others must apply for permission from the Turkish Ministry of Interior. Along with official documents, you’ll need to submit a Mortal Remains Information Form and this petition

To register a death, you’ll need official documents and this petition

To get a copy of the international death registration, their spouses, legal guardians, first degree descendants or ascendants, and legal representatives can apply. You’ll need to present official documents. 

When dealing with matters of heritage, the inheritance of the deceased who passed away in a foreign country needs to be transferred to the Court of Probate of the region where they are registered in Turkey.

If this region cannot be determined, the inheritance shall be transferred to the Ankara Court of Probate. The cost of the transfer of inheritance to Turkey can be either covered from the inheritance or by the heirs. If this cannot be covered, a list of the estate (including the value of goods) shall be sent to the Ministry of Foreign Affairs to transfer goods as payment. 

Cash inheritance can be directly transferred through a bank to the Court of Probate if the foreign exchange laws of the host country allow. 

If the laws do not allow, the cash inheritance is transferred to the Ministry of Foreign Affairs via courier. The valuable possessions of the deceased delivered to the Turkish foreign missions should also be sent to the Ministry of Foreign affairs via courier. 

If the heirs of the deceased are abroad, it is possible to deliver the inheritance to the heirs with the order of the Court of Probate.

Turkey Marriage Certificate

Applying for marriage in a foreign mission (to obtain an international marriage certificate) requires official documents and 2 colour headshots taken within the last 6 months for each spouse. 

If the marriage was done before a foreign authority and not registered in Turkish records, the couples applying for a marriage certificate should initially apply for marriage registration. These are the relevant forms

Fee: CAD 20. 

Persons holding dual-citizenship or if one of the spouses is a foreign country citizen, the couple must apply for a marriage license, since they cannot get married at the Turkish Embassy. 

They can get married in the presence of foreign local authorities after obtaining a marriage license from the Embassy. Official documents and this form are required. If one of the spouses is 17, permission from the parents, custodians, or guardians is required. If they are 16, permission from a relevant judge is needed. 

To register a marriage, an individual application by one of the spouses must be submitted. You can fill out and sign the petition and send it by post with the necessary official documents. The procedure must be conducted within 30 days after the date of the marriage abroad, otherwise, you’ll be fined.

Fee: CAD 28. 

A family record book or a family wallet is delivered to the newly married couple after the marriage is completed. 

If you lose the Family Wallet after getting married in Turkey, you need to communicate with the Population Directorate before asking for a replacement at the Embassy. This is to produce the place of marriage and marriage registration number, which you’ll need along with official documents and the request form. The family wallet is issued via registered mail. 

Fee: CAD 48. 

To get a copy of the international marriage registration, spouses, legal guardians, first degree descendants or ascendants, and legal representatives can apply. You’ll need to present official documents.

Civil Registration

  • Republic of Turkey Identity Card (TCKK) Application (Due to Birth or Change)
  • Republic of Turkey Identity Card (TCKK) Application (Due to Loss)
  • Application for Civil Registration Copy
  • Application for Declaration of Address

 

When applying for a Turkish ID Card due to a birth or change in details, the person applying or a person authorized by Power of Attorney may receive it. Parents can apply for their children under the age of 18. You must present official documents and this form

Fee: CAD 6; Postage fee varies from CAD 20 to CAD 5 

When applying for a Turkish ID Card because you’ve lost it, you must apply personally with a report from the local police authorities regarding the loss of the ID card. The same criteria and required documents apply.

Fee: CAD 12; Postage fee varies from CAD 20 to CAD 5 

The applicant, a spouse, parent, guardian, or individual who can document family ancestry are able to apply for a copy of the civil registration.  You’ll need to present official documents.

Population Registration

Every Turkish citizen is obliged to declare their address. To declare your address, you need to present official documents and this form

Adult members of the family whose residential address is the same residence can make address declarations on behalf of each other. The addresses of the children and the disabled are notified by the parents, guardians, and trustees. If they are not present, they are notified by the grandparents or adult siblings of the child, or by those who have the child with them.

Passports

The Turkish Embassy also issues passports in case of expiry or loss, and travel documents for those who need to return to Turkey but have no valid Turkish passport.

The Embassy also processes applications for Special Passports, Service Passports and Temporary Passports.

Citizenship & Blue Card

The Embassy deals with Citizenship matters, assisting persons of Turkish descent in Canada to apply for Turkish citizenship.

As a general note, you can apply for citizenship by marriage, residence, and other exceptional reasons. You can also reacquire Turkish citizenship. There is a specific application for TRNC (Northern Cypriot) citizens.

You can register your multiple citizenship at the Embassy, or apply to cease your Turkish citizenship.

The Embassy also processes blue card renewals and replacements.
